Ministry denies Cizre again

ŞIRNAK - The family of one of the citizen, who lost her life when there was a ‘Curfew’ in Cizre, filed a pecuniary and non-pecuniary damage. Interior Minister sent a message, which rejects the demands of the family, to Mardin First Administrative Court. The Ministry ignored the citizens, who tried to go out of Cizre district with the white flags, and claimed that paramedics were waiting ready in the district, which ambulances weren’t allowed to go in.
 
Hundreds of people lost their lives during the 'Curfew' declared two years ago in the Cizre district of Şırnak. Among those who lost their lives including the elderly and children, most of the massacres were the result of firearm injuries. Most of the criminal complaints were remained inconclusive against the massacres about 38 file were closed because the soldiers and police made self-defense. One of the family (doesn’t want to give their names in terms of security) of the citizen, lost their life during the ‘Curfew’ by the ‘snipers’, filed a pecuniary and non-pecuniary damages of criminal complaint against the state. However, the result of the application written by the Ministry of Interior and the writing sent by the court delegation show once again that the events, happened during the curfew, are wanted to be covered. In writing of Interior Ministry, it was wanted that the refusal of the application by convincing that the police took high-level security measures and there is no evidence for the massacres made by snipers. Responding the service defects in the writing, the Interior Ministry rejected the compensation by saying “Compensation is not a means of enrichment”.   
 
It is not clear who fired, but it is obvious that one is a "terrorist"!
 
The ministry states that it is not known who fired the firearm in the refusal response, but the person, who lost her life, is the ‘member of organization’ by saying, “it is not known who fired the firearm but it is clear that the person is member of Separatist Terrorist Organization (BTÖ).
 
 '43 860 people have been evacuated safely!'
 
In the writing of Interior Ministry, it is also suggested that 43 860 citizens had been safely go out of the district before the Curfew began. The response, which ignores hundreds of people, who got injured while they were trying to go out of the district with their white flags, as follows:
 
"The plaintiff implies in summary the fact that the security officer does not provide the safety and security services as required, the security forces couldn’t prevent the events from happening, the necessary security measures haven’t been taken in time or the measures taken were insufficient and ineffective, and there was inadequacy in the regulation and operation of public service.”
 
It has also been claimed that the government has not taken any precautions in order to allow the people to leave conflicting territories during the operations, and that the daily needs of the people were not met. Cizre District Security Directorate's information note stated that adequate measures and security have been taken before the use of operational force and the district governorship helped people in terms of food and sheltering in this process.
 
The safest place is the houses of the citizens!
 
Lastly, ignoring Cemile Cağırga , who was shot in front of her house when there was curfew and dozens of civilians, falling house bullets, the Ministry, said “The Governorate took all the measures. As it is understood from the events, in an environment where intense conflicts on the streets continue without cease, the safest place for the person should be the house despite everything. For the reasons stated, I will supply and demand the refusal of the expenses of trial, which is unfairly and lawfully deprived, and the payment of solicitor’s fee by the plaintiff"
