‘Which in-house trainings did killer Onur Gencer attend?’

ANKARA - HDP MP Serpil Kemalbay asked about the perpetrator who killed Deniz Poyraz, ‘’Which in-house trainings did the killer Onur Gencer attend?’’
 
Peoples’ Democratic Party (HDP) Izmir MP Serpil Kemalbay brought the perpetrator Onur Gencer, who was stated to be the ‘ex-health officer’ who killed Deniz Poyraz in the attack on the party buildings on June 17, to the parliament's agenda. Serpil submitted a parliamentary question to the Presidency of the Assembly with the request of the Minister of Interior Süleyman Soylu to answer.
 
He did not go to health institutions
 
It was stated in the parliamentary question that there was information that the perpetrator Onur Gencer, who was persistently emphasized as a ‘’health worker’’, was often temporarily assigned to other places during his work as emergency medical technician (ATT) at Izmir Kemalpaşa State Hospital, but that he did not go to the places where he was assigned. In parliamentary question mentioned: “In the information obtained after the attack, it was stated that the murderer Onur Gencer went to Syria Manbij as a health officer in the first months of 2020, worked there for a while, and resigned from the health officer in April 2021. Allegations that the weapon in the photo he took in Manbij, which the murderer Onur Gencer shared on his social media accounts, was the MPT-76 produced by the MKE for the Turkish Armed Forces (TSK), that he was subjected to military training by SADAT and that he participated in the Syrian civil war, appeared in various media for days.’’
 
In the parliamentary question, Minister Süleyman Soylu was asked to answer the following questions:
 
‘’*What is the reason why the murderer Onur Gencer was insistently emphasized as a health worker who resigned?
 
*According to which criteria are overseas assignments or Syrian assignments made within your ministry?
 
*Which in-house trainings did killer Onur Gencer attend?
 
*Do Provincial Health Directorates determine the people assigned to Syria from among the health personnel?
 
*As far as we have learned from the healthcare professionals, the Izmir Provincial Health Directorate has actually transferred its assignment authority to the 112 Emergency Call Center. Are these assignments made by 112 Emergency Call Center officials in all provinces?
 
*Which criteria is the assigning unit based on?
 
*In which institutions other than the hospital where the murderer Onur Gencer is a permanent staff member was temporarily assigned? Is it normal for him to be on temporary assignments this often?
 
 *What is the official duty of the killer in Syria and for how long was he assigned?
 
*As a result of which characteristic was the murderer Onur Gencer assigned to Syria?
 
*Are the health personnel sent to Syria on duty undergo any weapons training in the countries where they are assigned?
 
*Have the allegations been investigated for days in the press that the murderer was subjected to military training by SADAT and participated in the Syrian civil war?
 
*How is it possible for a 'medical worker' assigned to access the M16 type assault weapon in the TSK inventory?
 
*Was there any action taken by your ministry regarding the sharing of photos with camouflage, armed and official plates that Killer Onur Gencer shared on social media accounts in Manbij, Syria, where he was assigned as a health officer?
 
*How many days did he not go to work at Kemalpaşa State Hospital, where the murderer Onur Gencer worked? Were the minutes kept due to absenteeism processed within the related time?
 
*Due to the fact that the murderer Onur Gencer did not come to the institution where he works without an excuse and without permission, in the first week of April, Onur Gencer declared that he would not come to work, did the institution he works for take action against him? If so, when was it done?
 
*A civil servant who fails to take office for a total of twenty days in a calendar year without an excuse or leave is given the penalty of dismissal from the civil service, in order not to be appointed to the civil service again. Why didn't the institution he works for take action against the murderer Onur Gencer, who allegedly did not go to the places where he was temporarily assigned for weeks and months despite this rule?
 
*Actions are taken against the officer who does not come to duty for 10 consecutive days without an excuse, according to the provisions of the withdrawal. According to his own statement, why did his institution not take action for weeks against the murderer, who did not come to work willingly since the beginning of April?
 
*Why was the murderer Onur Gencer protected by his superiors even though he was often assigned to other places but did not actually go to the health institutions where he was assigned?
 
*Did the attacker continue to use his salary and personal rights even though he did not actually go to work?
 
*Has the allegations that Kemalpaşa State Hospital Chief Physician tried to change the date of the report about the aggressor Onur Gencer after the attack and massacre investigated?
 
*Is an inspector assigned to conduct investigations and research at Kemalpaşa State Hospital and places where the murderer is temporarily assigned?
 
*Are the necessary legal actions taken against the killer Onur Gencer on the allegations that he deliberately applied the wrong treatment to a patient?
 
*Has a disciplinary investigation been carried out against the murderer Onur Gencer, who is a medical personnel, due to the racist and hate speeches in his social media accounts and photos taken with various brands of weapons?’’
